My Personal Experience With Churchill Crossing Apartments - Mesquite Texas (04/15/08);
I originally moved into Churchill Crossing in November of 2002. At that time they were nice apartments with reasonable rent and a very caring and responsive management and maintenance team. However, the management and maintenance staff changes very frequently at Churchill Crossing and every change of staff, particularly management, brings less and less service.

Maintenance:
One of the biggest problems at Churchill Crossing is maintenance. The management is EXTREMELY slow to respond to ANY maintenance request.  Be prepared to wait a minimum of one week before any maintenance request is addressed by the management in any way, and even then you will probably wait several more weeks while they "order parts and supplies" nessecary to attend to you particular need. During the 5 1/2 years I have lived here I have had several maintenance issues come up which I considered VERY serious and urgent, (such as a broken down refrigerator, broken down stove and oven, broken dishwasher, and moldy wet carpet caused by careless neighbors flooding their own apartments), and NONE of these issues were EVER resolved in less than a week - usually much longer. Most of the time I was forced to send certified letters to the manager informing her of my intent to take her to court before she would even seriously consider my maintenance requests. Talking to other Churchill Crossing residents as well as some Internet research has conclusively proved that my maintenance problems and complaints are very typical and common.

Security And Safety:
I have had my personal vehicles stolen once, burglarized three times, and vandalized on many occasions. Anybody who has lived a Churchill Crossing for at least three months has, no doubt, had a similar experience. Apartments have been recently burgarlized and people have been been robbed at gunpoint in the parking lot. It is not unusual to see suspicious characters lurking in the parking lot at night. The lighting in the breezeway outside of my apartment door has NEVER turned on until well after dark and the management claims that nothing can be done about that. There is a very long and straight driveway on the North side of the property where people drive well in excess of  30 MPH. It is an extremely dangerous situation and I have almost been hit by speeding cars in the driveway on numerous occasions. It is only a matter of time before somebody, possibly a small child is killed due to this problem and, once again, the management refuses to do ANYTHING about it - (YES, there are a number of things which COULD be done). The management refuses to hire security personell, (even part time), and Mesquite Police are usually slow to respond to calls here. While I fully realize that Churchill Crossing management is not responsible for the dramatic rise in crime in the North Mesquite Texas area over the last few years, I am very sure that the management could do MUCH more to insure the safety and security of the residents at Churchill Crossing.

Parking / Towing:
Churchill Crossing now uses a "permit" parking system. The idea was to allow residents to park in spaces near the buildings and their apartments and force visitors to park in other less convenient areas. But, the management has never made any apparent attempt to enforce these "rules". The so - called "reserved" parking near the buildings is always filled with non-permitted vehicles forcing the rent paying tenants to park in remote parking areas. However, if a resident allows their inspection sticker to expire by even one day or happens to have the misfortune of having a tire go flat overnight, those vehicles will almost always be immediately towed away as "inoperable vehicles".

Noise:
At least once a week, (usually much more frequently), somebody in my building will crank up their stereo to the point where pictures on my wall are shaking. This is most likely to happen around 1AM in the morning and will go on for hours. I have made dozens of written complaints about this including the offenders apartment number but the management does NOTHING. I frequently call the Police about this. They tell the offenders to keep it down, which they do until approximately 30 minutes after the Police leave and then it starts all over again. The people currently living directly above my apartment have started banging loudly on their floor, (my ceiling), from about 10 PM until 1AM. I complain to the management but the problem continues.

Laundry Room:
Going to the laundry room is very much like playing the slot machines. You have about a one in four chance that the machine you chose will actually operate and wash or dry your clothes. The machines are old and dirty.

Missing Mail - Thanks To Churchill Crossing Management:
I have a close friend living here at Churchill Crossing. Her lease expires in about 3 months and she intends to move out at that time. A few days ago the management found out about that and informed the Post Office that my friends apartment was now "vacant" and instructed the Post Office to stop delivering her mail - 3 MONTHS BEFORE THE LEASE ENDS. Not only is the just plain wrong in so many ways, but I believe that tampering with the mail is a federal offense and, (in my opinion), this incident was CLEARLY tampering with the mail.

I've had my mailbox broken into, the neighbors car has been broken into, and there are cars playing their music so loud it wakes me up out of my sleep!!! Management just acts like they never hear anything. There was also a man who was looking at the kids by the pool taking pictures. Not safe at all!

The paint is cheap, my car was stolen there, and I called the Police on the maintance man for trespassing, after two years it became unbarable. Laundry room is horriable only one dryer works.

We moved into our apartment in Feb 2006 and had problems right off the bat. The toliet in the 2nd bathroom ran all the time, the stove top sparked at me when I turned it on, the hot water heater didn't work, and the ice maker didn't work. And this was just in the first month!! They fixed the stove, ice maker, and water heater but then I had water standing in my kitchen from the refridge. I asked to have a new dishwasher installed because the one I had was 80 years old and didn't clean my dishes very well, they said I would need to wait at least 6 months to a year before they would even consider my request. The cabinets in the kitchen were falling apart and I couldn't even open a drawer in the kitchen because the bottom of it was rotted out. Over all the entire apartment was very low quality, and very sub-standard. And don't fall for that "no deposit, just purchase a surety bond" crap because it will come back to bite you in the end. They will screw you with that whole bull crap. I am so glad to be outta there and will most definitely not be back and would recommend to everyone out there, DO NOT MOVE TO THESE APARTMENTS!!!!

 This was a great place to live if you like:
1. FBI shooting up the apartment.
2. Noisy parking lots.
3. Garbage in the parking lot.
4. Car getting broken into.
5. Criminal Activity.
6. Leaky roof.
7. Poor Maintenance.
8. Poor Parking, but what do you expect when most people there have too many people living in there apartments anyways.

You will very likely see nice, new, shiny appliances in the model they show you before you move in. You will very likely have a working, (though old), refrigerator, ice maker, garbage disposal, stove, oven, and dishwasher in the apartment you rent. But, if your appliances ever stop working do NOT expect them to be repaired or replaced with any haste, (if they are EVER repaired or replaced). Churchill Crossing management just does not feel that residents are entitled to working appliances.

These are only a few examples of what people are publicly saying about Churchill Crossing Apartments in Mesquite Texas, but these comments are very typical reviews of Churchill Crossing and there are MANY more negative reviews just like these which can be easily found on the Internet. I could not find ANY positive comments or reviews about Churchill Crossing at all.

If you are considering renting an apartment in Mesquite Texas I suggest that you stay far away from Churchill Crossing. If you live there now, move out as soon as possible - ANY PLACE is better than Churchill Crossing.

Maintenance:
If there is inadequate maintenance staff to handle the work load, HIRE ADDITIONAL STAFF.
Keep a sufficient quantity of replacement parts and supplies on hand to handle common problems.
Make sure the current management staff actually CARES about residents and maintenance.

Security and Safety:
Churchill Crossing desperately needs at least one full time / 24 - 7 - 365 security officer on the property and the residents should have immediate 24 - 7 access to security by telephone - not a pager or answering service.  Competent full time security could solve many, many problems at Churchill Crossing such as: Monitoring apartments, automobiles and common areas for suspicious activity, preventing suspicious  people from loitering in the shadows late at night, stopping loud car stereos and other noises in the parking lot and buildings and enforcing the much needed parking permit system. Security could also perform the very important task of taking the license plate numbers and description of vehicles driving through the property at very high speeds so these drivers can be reported to both management and Police. Churchill Crossing management needs to insure that all the exterior lighting around the property is in good working order and actually turns on at dusk - much of the exterior lighting does not turn on until well after dark and, (even when these lights finally turn on), they malfunction and turn on and off at random intervals. A permanent barrier needs to be placed approximately half way along the long driveway on the North side forcing drivers to slow and go around the barrier before continuing down the driveway. This might very well prevent an innocent pedestrian from being killed by the many speeding drivers on that driveway.

Parking And Towing:
If Churchill Crossing is going to use a parking permit system the management should make some very small effort to properly and effectively enforce the parking rules. This is something that could be taken care of by the much needed full time security.

Noise:
Churchill Crossing Apartments management needs to start aggressively dealing with the noise problems. Residents are legally and contractually entitled to the peaceable enjoyment of their apartments and should not be continually deprived of peace and sleep by things like loud stereos in the parking lot, loud stereos in neighboring apartments, and neighbors banging all their floors and walls at all hours of the day and night. Full time security could deal with this BIG problem. Management should respond to noise complaints by evicting people who frequently and repeatedly disturb their neighbors and violate their leases by making loud noises at all hours.

1. Buy a good book on basic home repair as well as a good set of hand tools. You may be forced to take care of your own apartment maintenance and repair needs.

2. Avoid the long driveway on the North side of the property, especially if you are walking. Cars race down that driveway at 30 plus MPH at all hours of day and night.

3. Get a good monitored alarm system for your apartment.

4. Install an alarm system, steering wheel lock, and LoJack system on all of your vehicles.

5. Purchase the maximum about of insurance possible for both your apartment and your vehicles.

6. Consider obtaining a Conceal And Carry Gun Permit.

7. Obtain good quality hearing protection for all members of your family. You will need these so that you can sleep at night while your neighbors pound on the walls and ceilings and play their stereos at wall shaking volumes.

8. If you like playing slot machines you will love the laundry room. You have about a 1 in 4 chance that any washer or dryer will actually work. If you do NOT like gambling, use one of the other public laundromats in the neighborhood.

9. Rent a Post Office Box at the Post Office across the street. Not only will your mail be much less likely to be stolen, but you will not have to worry about the management telling the Post Office that you have moved with no forwarding address 3 months before your lease expires.

10. Be prepared to have your electricity turned off periodically by evil little urchins who like to randomly trip the exterior mounted, (and unsecured), master circuit breakers.

11. Put back enough cash to pay towing and impound fees if you ever have the misfortune of having a tire go flat overnight.

On Thursday, April 18, 2008 I walked outside of my apartment to get some fresh air and was confronted by one of the neighbors dogs who was running around without a leash and barking and charging at people, (like me), passing by. This is not only a violation of "community rules" but also a violation of Mesquite Texas City Ordinances. But, as usual, the management does not really seem to care.

Do you like stray cats roaming around in the middle of the night howling at your door and window? Then you are going to LOVE Churchill Crossing Apartments in Mesquite. There are dozens of cats running uncontrolled around this complex without the City required license, without a rabies tag, and without a leash, (which is legally required by Mesquite law). Mesquite Animal Control does not seem to care. And Churchill Crossing management certainly does not seem to care.

TWICE today I was very nearly mowed down and killed by cars racing down the long driveway on the North side of the property at 30 plus MPH. It is only a matter of time before somebody IS seriously injured or killed out there. I hope it is not one of the many small children who live here. Sadly, this is a major problem which could easily be rectified IF Churchill Crossing management cared, even a little, about the safety of residents.

Sometimes the manager at Churchill Crossing Apartments is so out of touch with reality that it is almost funny - almost.

Today the management posted notes on the doors of all of the apartments which are occupied by dogs. It seems that it has come to the attention of Churchill Crossing management that people walking their dogs are failing to pick up and properly dispose of any dog feces which their animals may deposit on the property. This is SUPPOSEDLY a "lease violation" and the management is threatening to take action in the form of "lease termination", (eviction?) if the offending parties are caught.

To begin with, I have very carefully studied both the standard lease document used at Churchill Crossing as well as the Animal Addendum to the lease which is used when a resident desires to keep a pet at Churchill Crossing, and NEITHER document has ANY wording of any kind stating that dog feces must be picked up by the owner or other persons walking a dog. There is a paragraph in the Animal Addendum which COULD be used to specify WHERE dogs are walked but that paragraph is incomplete and non specific in the two Animal Addendum's which I have in my possession. Therefore, failing to pick up dog feces is NOT - repeat - NOT a lease violation. Many people would argue that a responsible pet owner SHOULD pick up feces left by their dogs and properly dispose of that matter and I would agree that is a good idea in order to protect the health of both other dogs and humans. However, it is NOT a lease violation at Churchill Crossing Apartments.

I find it hard to believe that Churchill Crossing Apartments management cannot find anything more important to concern themselves, (and harass tenants about), than dog feces. I walked around the complex this evening between 5PM and 7PM and observed many things that I personally consider far more important and troublesome than dog feces. There was a man on the N.E. corner of building 5 allowing what appeared to be a full grown Pit Bull run around free without a leash. I suppose that the management does not consider free roaming Pit Bulls a problem. Perhaps the management WOULD be concerned to know that this dog took a big dump right in front of somebody's apartment.There was music blasting from building 6 that I am absolutely sure could be heard at the apartment office had the manager stepped outside at that time. If the manager had walked over by the long driveway on the North side of the property she could have observed a number of vehicles racing down that driveway at high speed, presenting a very real danger to any pedestrians in the area. But the manager has no need to concern herself with threats to the comfort and safety of the residents at Churchill Crossing because she does not live here and therefore it is really not a problem for her. But dog feces are something to get worked up about and a good reason to threaten eviction. I am sure it is comforting to everybody living at Churchill Crossing to know that the management has their priorities in proper order.

I was kept up most of the night by noisy neighbors which the management refuses to deal with. Got up early to take my dogs for a walk - on leashes (unlike other tenants here) - and was nearly killed (again) by a car racing down the North Driveway at extremely high speed. Just another typical day at Churchill Crossing Apartments in Mesquite. I will be moving out of this place in just over a month - can't wait for that wonderful day.

Early this morning I was attempting to walk across that driveway to get to one of my vehicles and a beat up little white car came racing down the driveway at at LEAST 40 MPH swerving violently and dangerously in order to avoid the ridiculous and useless little speed bumps. Just as this car passed me it nearly lost control and almost hit several cars - AND ME! Later in the evening a black sedan, (which belongs to one of the RESIDENTS at Churchill Crossing), stopped for a couple of seconds at I was attempting to cross the driveway. Just as I started to cross the driveway this idiot stomped on his gas pedal, (screeching tires), and came toward me. I barely escaped with my life. I tried to get his license plate but the car was just going too fast.

At least one vehicle had tires slashed sometime Saturday night at Churchill Crossing Apartments Mesquite Texas. A pickup truck parked on the East side of the property had three tires slashed Saturday evening or early Sunday morning. This is just another example of the major crime problem at Churchill Crossing Apartments which is completely out of control but which COULD be greatly reduced if Churchill Crossing management cared enough about their tenants to get full time security and take other measures to control the huge crime problem at Churchill Crossing Apartments.

The crime problem at Churchill Crossing Apartments in Mesquite Texas is just getting worse every week. The pickup mentioned in this article had tires slashed a couple of days ago. Both myself and some of my friends have had the paint on personal vehicles scratched up by vandals. My work truck has been broken into twice and was stolen a few months ago. People have been robbed in the parking lot and there are suspicious looking characters lurking in the shadows of the parking lot almost every night. And it has become perfectly clear that the Churchill Crossing Apartments management has no interest in taking steps to reduce crime and protect the people who live here. Churchill Crossing is not a safe place to live.

Bonfire At Churchill Crossing Apartments Mesquite Texas Today

At about 2:45 P.M. a Hispanic Male started a LARGE fire in a barrel between building 7 and building 9 directly under a large tree and near one of the buildings. For some time he poured some type of flammable liquid on the flames causing the fire to leap up into the tree. The flammable liquid he was using had a noxious smell which infiltrated nearby apartments.

Mesquite Texas has a law which prohibits fires near wooden structures. Churchill Crossing Apartments SUPPOSEDLY has rules which prohibit residents from even POSSESSING a BBQ grill and it is CERTAINLY against the rules to start a fire - particularly one which clearly threatens life and property. However, the staff and management of Churchill Crossing Apartments are never on the property on Sunday and there is no way of reaching the management on Sunday to report this type of VERY DANGEROUS activity. That is because the management of Churchill Crossing Apartments clearly does not care about the comfort and safety of their residents. Full time on site security could take care of this type of problem, (along with the numerous other safety problems at Churchill Crossing Apartments), but the owners and management of Churchill Crossing Apartments do not appear to be interested in providing a safe environment for the residents - probably because none of them actually live here and therefore do not have to deal with all of the problems first hand.

Perhaps the entire property will not burn to the ground and perhaps nobody will be killed before the owners and management of Churchill Crossing Apartments decide to take some realistic measures to insure the safety of residents.

This morning at 7:45 AM a Cocker Spaniel was running loose and unsupervised between building 7 and building 9 at Churchill Crossing Apartments in Mesquite Texas. This animal was charging and barking at people in the vicinity. This is not the first time this particular animal has been turned loose by it's owner to run at and harass other residents and guests. And other dogs, (sometimes viscous dogs), are allowed to roam the property presenting a very real threat to residents and guests.

Mesquite Texas has a law which very clearly states that ALL animals, (dogs and cats included), MUST be on a leash and under the control of a handler anytime they outside of their home or fenced yard. Churchill Crossing Apartments has an Animal Addendum, (part of the lease), which CLEARLY states that all dogs must be on a leash and under the control of a handler anytime they are outside of their own apartment.

But, today is Sunday. That means that none of Churchill Crossing's management or staff can be reached to report this lease violation and law violation. And, since none of Churchill Crossing's management, staff or owners live on the property, they do not have to worry about being attacked by viscous free roaming dogs.

Just more evidence that the owner's and management of Churchill Crossing Apartments in Mesquite Texas do NOT care about the safety and comfort of their residents. Clearly, all the management cares about is collecting the rent. Nothing else.
